The penned over on a title is commonly called a dirty title. Sometimes they accept that and sometimes not.

I had the same problem when moving my registration from CA to NV in 2020. The Nevada DMV used NADA for the valuation and it was $25k over what I paid when my Raptor was brand new in 2016 (the trailer was then 4 years old). My registration fees in NV are triple what they were in CA. I tried showing my original bill of sale from the dealer but they would not consider doing that. In my experience NADA valuations have always been much higher than reality. At least I know longer have to pay state income tax :-)

NADA has retail and trade in. They use retail and don't seem to grasp you don't have a brick and mortar store front if you sell it. You will be LUCKY most years to see trade in value which is much lower. Right now may be an exception as all campers seem over priced.

So in the end this worked out. Took the Bill of Sale and previous owners title back to the first place (the one with good customer service) but a different person. I was resigned to the fact that I would have to pay the tax on NADA Average Retail. Like previous times the person struggled to find my model in the state system and only could come up with Cougar X-Lites but no 22 foot one and no 22RBIWE. She then looked up in the NADA system and found my trailer at the Average Retail that I figured I was going to have to over pay for. She printed out the forms and I signed the one that said I understood that I was paying tax on a value way higher than I paid. She then said wait a minute, how long was my trailer. I told her 22 ft and she asked if that was the total length and I said 26 ft including the A-frame. She set the paperwork aside and said just a minute and she looked up one that was 26 ft and said that it was the same value as what I paid. She put my info in the system and said the system took it. So she saved me close to $1000. I must be living right

Congratulations!

Things seemed to have worked out for you. I too have had a Washington State registration/licensing cost issue and found a solution by registering and licensing in Montana where the RV was originally purchased. The difference in cost is astounding!
