Fuse issue during hard Texas freeze

2017 Raptor 412, water lines froze 36 hours ago and won’t thaw, have generator working, electric back up now. Problem: noticed 15a water pump fuse was blown, tried to replace new one immediately sparked and blew, tried again same result, shut off electricity and all breakers, sparking as I attempted to install. Any tips suggestions are welcome. Stay warm Texas. TIA

Your pump is frozen I suspect. The fuse is doing it’s job.it’s drawing too many amps because it’s froze tight....hopefully when it thaws it won’t be damaged..I would leave the fuse out for now

The water pump is part of the 12VDC system, so turning off all of the circuit breakers won't make any difference. The only one that would matter is the REC/CON breaker. Turn that off, disconnect the battery and there's no 12VDC to the fuse panel.

Now, as for "why" the fuse keeps blowing: I'd guess that the water pump diaphragm and pressure switch froze, the pressure switch is in the ON position, so as soon as you install a fuse, the switch is calling for pump run, which is also frozen, so it overloads the fuse and blows immediately.

You might look for the water pump location, either put a drop light with a 60 watt incandescent bulb or a similar heat source near the pump and give it time to thaw. Once it does, it should be OK, unless it froze "solid enough" to have cracked the pump body. If so, it's a new pump or a new pump head. I'd try the "warm-up and thaw" process first.

As John suggested, be sure it is an incandescent bulb. An LED bulb wouldn't do much. I imagine you already knew this but I just wanted to bring it up.
