I did a Google search and came up with several sites with directions for tightening the tension on RV awnings. The procedure would be the same for your slide topper - which is a variation of an awning but the same mechanisms work for both an awning and a slide topper.
The directions are too long to post here but if you do a Google search, you should find several sites which can guide you through this process. I think you will need a helper to assist you.
As I mentioned in my earlier post to you, a slack/soft tension in the roll-up mechanism may be only one cause of a flapping slide topper. They do flap to some extent in windy conditions.
