How old is the water heater?
First thing is a good cleaning including the entire combustion chamber and flue. If you have the owners manual on the water heater, it should have maintenance and cleaning instructions.
You also want to make sure you have enough propane and adequate pressure at the heater. Most folks don't have the equipment to check pressure, but if the other appliances function normally on gas it's probably OK unless there is a kink or other damage to the line to the fridge. If you gave it a proper cleaning first, that would insure that the air tube and nozzle are already clear.
