You shouldn't be surprised at discovering worn bushings, shackles and shackle bolts. Ours needed replacing after 2 years - same problems that you found. The nylon bushings were paper thin to start with and many had worn right through in spots and out of round shackles.
I had everything replaced with brass bushings, wet bolts and thicker, sturdier shackles. Not sure but I think Keystone upgraded the suspension and now has installed something which is of superior quality.
I think you're smart to get a thicker bumper installed and have it secured (welded or bolted) to the frame if you can. That way, if you decide to install a bike rack then you will be good to go. Your "guess" that it is too light is spot on.
Hang in there, retirement will come- eventually.
