Ideally with a stereo system you want to match amplifier's output impedance (resistance) with its load (speakers) to get the max output/performance. You did not mention if when you turn on outside speakers if inside were off or on also?. As you know the more speakers you drive then more power is needed. Other than weather proof I would assume the inside and outside speakers would be about the same power capacity. I would hope that the designer would have maintained the same impedance while switching between different speakers/combinations. I have not had much opportunity to enjoy the radio outside.
A ratio of 3 to 1 on the volume seems a lot to me, others with more experience with their systems may be able to provide more info
As far as polarity, based on my knowledge that should have no effect on volume as such. Speaker basically move air so ideally you want all speakers to respond the same to the signal, ie for example on the positive side of the signal you want all the speakers to be pushing air and vise versa on the negative side. Again this is very fine tuning
