On the line side check voltage from black wire (Line) to white wire (Nuetral) and from Line to bare wire (Ground) . You should read ~120 VAC on both tests. If you don't have it on both then there is a break in the wire or a disconnected wire in the panel. If you have voltage testing from the Line to the Nuetral AND to the ground and the GFI will not reset then the GFI is defective and needs to be replaced.
