They are both in the same "price point" group, so I'd guess that even though they are from different manufacturers, they both use the same brand of frame, same wall structure, same appliances, same windows, same vinyl, same staples/screws, same adhesives, same roofing, and the list goes on and on. So, yes, I'd suppose the same 'quality of construction/workmanship" is also very much identical.....
That said, Dutchman RV has had some difficult times in the recent past and about 3 years ago THOR realigned Dutchman under the Keystone banner. That management shift didn't completely put them under Keystone in the same way that Cougar, Passport, Hideout, Alpine, Montana, etc are managed by Keystone's executive branch. Dutchman did maintain a bit more "independence" that the other brands don't have. Whether that allows an improved or decreased quality??? I don't think you'll find any objective evidence to support either side of that argument.
I'd say, that for the most part, the two brands, Passport and Kodiac, are very similar in quality of construction and components. Personally (and this is my opinion, not something I can back up with statistical data) I don't think there's a "hill of beans difference" between the two.
