Battery disconnect question 2018 Cougar 29 BHS

Just picked her up on Saturday. Up front where my auto leveler controls are, there is a battery disconnect lever. Up is on and bottom is off. Regardless of what position the lever is in, I still have power to my inside lights and the power tongue jack. Isn't one of those positions supposed to kill battery power to the trailer?
