Pull Handles on Black Tank

I have a 341 tg and we are having problems with the pull handles on the black tanks. the handles pull to open the valve but will not close. I was wondering if anyone has experienced this with the 341 Avalanche.

Will the valve close at all?
I had a recent issue where my pull handle would not go in all the way, leaving about 1" at the handle. It turned out to be a baby wipe lodged in the valve. I ended up taking the belly and valve off to fix it.
