What is this material?

My tire blew and ripped this fabric like material which was holding insulation underneath the wood floor there. Does anyone know what the name of this material is and where I might order it to repair the rip the tire caused?

The material is darco and IMO about the last thing that should be placed in a wheel well since it is so flimsy. Rocks, gravel, road debris thrown up by the tires puts small punctures through the darco, lets water into that wood layer then retains it causing the wood to rot. I chose to put a layer of uhmw poly material over that area vs leaving the darco after a blowout. It was pretty simple to do and I didn't worry about stones popping up, perorating the darco and then driving through a rainstorm and destroying the flooring.
