I've not heard of anything like that happening, but with today's technology, it's possible the television is getting some kind of interreference.
If you can run a separate power cord to the television and plug it directly into shore power (not through the camper) and then try the USB devices, see what happens? If the same thing still happens, then the interference is definitely not being caused by anything electrical inside the camper wiring. The interference is coming over the air. In which case, there is no control over that. It just happens with today's over the air televisions. (I'm assuming you are watching over-the-air with your antenna.
Is this something that just started, or has it always done this. Sometimes, location can cause weird things to happen on over-the-air television also. Electricity does interfere and does cause pixel freeze. Even an airplane flying over head can cause signal interference too.
