2-valve system for water heater (suburban)

how do i get this hot water heater filled and working?
replaced anode, one valve each attached to hoses connecting to water heater..top one hot side, bottom cold. not wanting to bypass. any help greatly appreciated.

It looks to me like the valves are in the non-bypass positions ... my general rule of thumb is the valve handles point the direction of flow.

So, you "should" be able to fill the water heater with the valves as shown.

To bypass, you would turn each valve 90° so the handles pointed towards (or away, depending on the direction of rotation the valve allows) the bypass hose.

Then while filling open a hot water faucet to bleed the air til filled.
