why only 13.2?

When I am plugged into shore power my battery only charges to 13.2 volts. Never seems to go lower than 13.0. When we returned home yesterday after only a 25 minute drive it was up to 13.7 volts. Same thing happens when it is plugged in at home. Never more than 13.2 but once I tow for a while it charges to 13.7. Any ideas or suggestions for troubleshooting?

I would test the output of the converter. Disconnect the batteries, then test the trailer leads with it plugged into shore power. Then unplug, hook them back up and test again when plugged in. Tell us what you find.

How old are the battery(s) and what the water level like?

Might not be a problem at all. Your converter is probably a 3 stage WFCO unit. If the batteries are already charged i.e. after driving home, the converter will only be outputting 13.2 vdc as a "maintenance" or "float" charge. When you're plugged into shore power your meter will read the shore power voltage from the converter. When unplugged from shore power the meter reads the actual charge voltage of the battery.
The converter will up the charge voltage depending on the battery state of charge from 13.2 to 14.4 vdc.

Ok so I went out to the camper this evening checked the control center and it showed 13.7 volts. I still disconnected the battery and got 13.7 at the leads and on the battery so I guess everything is fine. My next question would be while we were camping the last 10 days it always seem to read 13.2, is that the way the converter works? Of am I overthinking things?

You probably have a Progressive Dynamics power center that has the converter built into the panel that has the 120 volt breakers and the 12 volt fuses. The power distribution unit in our camper is WFCO model number WF-8930/50. After doing some research I realize that does not identify what converter is in the unit. But going on there website I'd have to say it is the WF-9855 which looks similar to what Canonman was referring to.
