2008 Everest - Electrical issues

Had an converter go bad. Got a new PD and it worked well for 5 min then it died without popping the fuses in it. Also, when I had the Converter un-plugged I had a really noisey fan that kept running somewhere behind the wall above the converter (I have a curved wall with mid TV and the Power panel is there and converter behind it). When I turned on the Ceiling fan (115VAC) it was slow until I activated the Converter Circuit breaker and what ever it is is noisy as hell. Also I found Oil on the wiring near the converter.

So anyone know what this is, why my converted blew (brand new). The only ones I found were on some shady looking site. what that noisy thing that runs off the converter CB is?
