heater in passport 2650bh

I have a 2013 passport 2650bh and last weekend we turned the heater on because its starting to get cold out. My question is why does the fan run when the heater is on? The heater is working blowing warm air from the floor vents but the fan is blowing cold air from all the other vents. Am I missing something or not doing something right?

Trying setting the "Fan" on the thermostat to "Auto".

All the other vents, meaning the ac vents? That would be a thermostat issue I would think in the wiring.

We had the furnace on this morning just to take the chill out. The heat pump has been on but with the high humidity it works but runs the thaw cycle too much. In the process I had the heat pump fan on low I didn't know I could do that another lesson learned

Well I went to the camper today and messed with the controls and set the fan on auto then turned on the heater and it work just as it should, only hot air from the floor vent and the ax fan stayed off. Thankyou everyone for your help.
