We're 1/2 way between Phoenix & Tucson & see this type of load headed to Mexico on a regular basis. Apparently it's not illegal as I-10 through this stretch has highway at every crossover & have never any of these loads stopped.
There's also usually 3 or 4 car trains headed to Mexico also. Car trains are 2 to 4 cars (not a trucks) towing 2-3 other cars behind with make shift hitches bolted on all with the plastic bumper covers loaded somewhere that they fit. Typically all the cars, occasionally they're pickups, are Toyotas that look like they were picked up at a salvage yard.
Once I saw a large box truck with a smaller box inside with a smaller box truck inside that one all while towing 2 Toyota Tacomas behind & 2 car trains following close behind with the words "in toe" on one of the car trains.
