A different Angle on Wheel Air Pressures

We have discussed tire and wheel air pressures on the forum extensively. Anywhere from how much air should a person run in their tires to what is the maximum air pressure the wheels can handle. There are many posts on this site and others that talk about a wheel being rated for 110 psi so people mount G rated tires that require 110 psi cold. The question I have always had, and I cannot find an answer for (I'll admit I didn't search extensively) is the maximum rated air pressure for the wheel just that, maximum or is it maximum cold pressure with room for normal running temp increases? Seems to me a wheel rated at max of 110 psi, cannot have a tire that is 110 psi cold and could expand to 130 psi or more.

It's maximum cold pressure.

All ratings stamped/printed on a tire or wheel should be considered cold pressure. They account for heat expansion.
