jacking under axle? with under slung springs

so the manual says to jack the frame. But why? My springs are under the axle not on top. So if I jack under the spring how can that hurt the axle?

Shouldn't be a problem. Axle on top is over slung, axle under springs is under slung, and what they don't want you to do is place the jack directly on the axle tube, which can crush or at least bend the axle tube. Just use common sense and be careful.
