The strip is called an awning rail. The "stuff" behind it is a sealer and comes in different forms and colors. If it's clean and intact, you can leave it. It's purpose is to keep moisture out of the interior. What I would do is reattach the rail and then run a bead of silicone across the entire length of the rail on the top side.
