On my Passport it was screwed on. I removed the screws that held it to the floor and then simply unscrewed the flange from the tank.

Unless someone messed with it, what appears to be glue is thread sealant. I thought I'd have trouble removing mine, but after taking out the screws, it screwed off with little effort.

I wonder if someone tried to "fix" it already?

If I recall, I had to use a blunt object tapped repeatedly with a hammer in a counter-clockwise direction to get it to unscrew after I had removed all the fasteners and after I had gently pried up all around the flange with a flat bar to unstick it from the floor.
