There are many campgrounds in northern tier states and Canada that don't have full hookups. For some, it's because of the expense to build a "freeze proof sewer system". A few of them have installed a "smaller diameter sewer system" that is less expensive and will handle gray water, but not black waste. So, the cap connects to the smaller diameter system connections.
Summergirl, when your black tank will hold 2 weeks of waste but your gray tanks will only hold 2 days of waste, it's nice to be able to stay on site and dump gray waste, then "on the last couple of days" close the gray valves, fill those tanks and tow to the dump station, dump the black and then use the gray to rinse the hose (as normally done at most sites/dump stations).
