Electric brakes

Ok I've just adjusted my travel trailer brakes and hooked up to my truck and step on brake with the gain turned all the way to the max. Spun the the wheel by hand and still turns with a little resistance. I can hear the magnet humming so I seem to have power to it, what gives? Someone told me that these brakes work better when the wheels are rotating faster to activate the arm inside. Is this true or do I need to pull them all apart? The only reason I haven't done this already is I have it stored at my local storage facility and it's very tight with boats on either side of me.

What brake controller are you using? Some Need to see tow vehicle movement.

A simple test we use is to pull the pin on the break away. If the brakes are tight enough, you should be able to torque the lug nuts to 120 lb/ft.

Thanks for the tip I'll try that! I'm using a factory brake control on 2008 Ford F-350.
