If you're talking about a semi circle device that sits on the ground and hooks on the axle, I think Bass Pro, Cabelas, etc. sell them. I would look at the weight capacity very closely. It also looks like it could fall over easily.
I carry a TrailerAid, a bottle jack, and some wood.

Here's one link for the jack Gearhead is referring to. If you think about the "concern" for lifting by the axle with a bottle jack, to place one of these under the axle and "twist" it up in the air would likely cause more stress to the axle than carefully lifting the tire with a bottle jack and a block of wood to protect the U bolts.

Those jacks he referred to are certainly not made for anything except utility and small boat trailers. I'd be very, very wary of the "two ton" capacity.

10-4 on that. The reviews on BassPro weren't good.

Holy crap- those look awful!!
I'm thinking a bottle jack is the way to go. With my 14 Lynx levellers and maybe a square foot of 3/4" ply for a nice flat base on top of those, is the trick.
