Spaniard Creek, OK, COE question

Having difficulty finding reliable information regarding the COE Spaniard Creek Campground outside Muskogee, OK. Barely any information on the RecGov site and minimal in other supporting apps. Just want to know if it is open year round. We camp all seasons and haven't enough sense to avoid the snow!
