Mine was same way. Even without a blowout, a deep hole, trailer bounces on spring and tire drags on that landscape cloth.
I cut mine off both sides and sprayed plywood with undercoat.
The cut out tin to fit all areas in front of, over and behind tires.
Screwed with 3/4” self tap screws all over like rivets.
Then sprayed all with undercoat.

Try this link: https://al-flaplastics.com/ It's apparently a "plastics supply company" located in Mobile. If they don't have it, they should be able to tell you who does carry it in your area.

YIKES !!!!! When I bought my 4x8 sheets, it was about $65. Now, at Menard's, it's $77... When you go in to buy it, see if you can "sweet talk them into a discount" !!!!! Hopefully they'll help some.....

I used butyl tape then attached galvanized tin cut to shape l, screw to the wood with self tapping screws. Followed up by good spraying of underbody sealant.
When that blowout explosion and shrapnel flies it’ll be anybody’s guess what eill happen.

Same with my trailer. If (or is it when) a tire explodes at 70MPH, it's going to be a "revealing of events and destruction"... Who knows whether a thin plastic sheet can withstand a "slapping tire tread" or even if the tire tread will stay on the carcass to cause damage. About all any of us can do is try to weatherproof the wheelwells to protect against water intrusion and "hope for the best when it comes to tire explosions".....

I don't think much less than armor plate will stop all damage. Back in the mid or late 1970's I was driving my FIL's Ford van around Boston. My DW's (fiance at the time) family were in the van as we were returning from Maine. The left rear tire cut loose while I was driving about 70 mph. They were brand new Goodyear steel belted radials installed just weeks before the trip. That tire wrapped about 6" of the lower part of that fender up like an aluminum can run over by trash truck. That van had some fairly stout metal fenders, inner fender and wheel well. It didn't stand a chance.
