Each tank measures 6"*19"*60". Which gives 6840 cubic inches. So @231 cubic inches a gallon, that's just over 29 gallons. Close enough to say 30. The filler neck enters the top of the tank.
I must admit, I haven't filled an empty tank at the pumps, just here and there with Jerry cans. To the point of overflowing. I based my initial numbers on what I've pumped out, and that has been way less than 30 gallons before the pump ran dry.
So that's makes me question if the transfer pump pickup is reaching the bottom as it should.

EXCELLENT! So, you know the capacity is there! That's good news. Now, figuring out how to "get it out" is the issue. Good work, man!
I don't know where the pickup is - guessing on the road-side, nearest the pump. I'd wait until you don't have to lay in the snow, tip the tank (using the hydraulic leveling jacks) to be curb-side down, and fill the tank to the top. Then use your hydraulic leveling jacks to tip the trailer with the road-side down and pump the tank into 5 gallon cans. If you can get about 30 gallons in then out, you might also determine that it is really just a "level" issue.
