Black tank handles or no?

I’m trying to dump the black water tank on my keystone Laredo for the first time and I can’t find the handle to pull to dump it. I have everything connected and ready to drain and the monitor says it’s full. These are the only handles I could find but I can’t get any of them to move. My camper indicates that it has a black water tank and two grey water ones so I assumed these were the handles but I can’t get anything to happen.

Mine our in the frame, the same as what yours look like. I have had the "stick" I thing from road grim and/or rust. Since this has happened a couple times, I now lube them every month.

Welcome to the forum

Those are the handles. Spray some Pb blaster on the cable and try working it in/out. Common for those style valves in that placement to stick.
