Ground wire off panel

I was doing some repair work on plumbing when I noticed the bare wire ground off back of fuse panel was not connected to anything. I also have a bare ground coming off ground block attached to frame behind basement wall which is also not connected to anything. They head for each other in bottom bays and are near each other . Should these be twisted? I have call into Keystone and sent pictures as requested but never heard back. Need to know before I button it all up again. I have a Alpine 3500 2010 and have been working out of it for over a year all over the place but seeing this worried me !

I would connect them both to a good ground source. Chances are whatever they are off of is already grounded but it won't hurt anything to ground them anyway, IMO.

Now if I didn't know better I would think you wee in my back yaer yesterday. I was trying to locate where my FW tank was and took the back wall out in the basement. I also found the same issue. I reattached the ground to the grounding block. The + lead to the converter was also loose tightened the + lead and made a ground for the coax spliter that was not grounded.
So I'm guessing grounds are not one of Keystone's strong points.
