Challenger underbelly insulation

I had to pull the underbelly on my 03 challenger 32tkb to fix my black tank and noticed that the only insulation was directly under the tanks, in the back the fresh and in the front the black and grey, is this typical? The entire mid section had zero insualtion laying on the underbelly. Also noticed no heat of any kind dropping into the underbelly. By the way the black tank was an issue at the top where the ABS fitting is glued to the tank, just a poor glue joint and the tank would leak out when FULL to the top. Have to replace the unsulation that is a little gross to say the least.
