Tv antenna rotation

Have a 2005 Laredo 29ft fifth wheel
Tried to rotate antenna using device on ceiling of bedroom
Won’t turn even though I’m pulling down on device as instructed to do
Antenna is raised in air

Is yours a Batwing antenna, or one like the "Rayzor" antenna?

If a "Rayzor" antenna, then there is a plastic shaft that connects the rotation knob inside the camper to the actual antenna on the roof. Those break very easy. For this reason, I replaced the Rayzor antenna 2 times. The third break resulted in replacing with a Wingard 360 plus.

If it's a Batwing antenna, then most likely, the shaft that connects the two is also broken.

A 2005 likely has a Sensar antenna especially if can be raised. The shaft on mine stripped where it goes into the turn handle and I just removed and tossed the whole thing and put up a direction King antenna (can't recall what the name is but it does rotate and performs better than an omni directional).
