The only way the brakes will lock up is having voltage applied. Check the break away switch. If the pin is inserted you should only have voltage on one side. If that’s not the problem then you need to look at the umbilical wiring.

What is a break away switch? Controller is getting power but not turning on when connected. The breaks are locked up, then when disconnecting the RV battery, the breaks unlock. If you have a YouTube video on the break away switch, or pictures, that would be great.

The break away switch is mounted to the frame, it will have a plunger and a wire loop.

If the break away is there without the plunger, then the brakes will be locked up anytime there is 12V present, either with the battery connected or plugged into the truck. Looks like this:

Follow a a/the hot lead from the battery that leads to a "box" with the break away wired to it. If that little plunger is "pulled out" your brakes will be activated all the time battery is applied. You need to push that plunger in. I've had some that seemed like you were going to break that little lever but it needs to be depressed to unlock the brakes.

There should be a steel cable going to the break away switch. One end of the cable goes to the switch, the other end of the cable should be connected to your tow vehicle. If the cable is missing it most likely has pulled the the break away apart and was lost.
