Recalls are "mandatory DOT safety issues". They revolve around "safety of others while on the public highway" not "home related recalls caused by issues "off the road and not related to transportation or the public safety"... So, a recall is very likely "completely off the table"....
As for patching torn vinyl, any vinyl installation business would likely be able to repair it so the tear is no longer visible. If you can't find a repairman, talk to the nearest Lowe's or Home Depot. They usually have contractors who are on retainer to install and service carpet and vinyl for their customers.
