voltage question?

My fuel pump quit working on my toyhauler so I checked the voltage and it id 9-10vdc. Does the pump have to have 12vdc to work? Also I just installed 2 new 6v batteries thinking that was the problem and it didn't help. I also checked the voltage where it leaves the main board and it reads 12vdc.

You may have a loose connection some where. Not sure what you are calling the main board. Power Distribution panel? Control panel? I would check voltage at the pump switch.

The pump might be bad. It might be locked up and pulling extra amps which is causing the low voltage.
