Brakes are not working properly

I have been experiencing brake problems with my trailer and TV. At the start of this year I noticed a high amount of brake dust on the front truck rims after we pulled the trailer. The second trip out I started using Ford factory trailer brake controller to stop the trailer and notice that although they work and will slow the trailer down they will not stop the trailer even going slowly. I changed the gain on the factory controller to 10 which is the highest number and I still see high amounts of brake dust on the front wheels. I pulled the factory seven pin connector on the truck and found it packed with clear grease which I will assume is dielectric grease. I did not see any corrosion so I left it packed in the grease. All connections looked good and the seven pin connector on the trailers looks good. The first year I had the trailer I had the gain set at 5.5 and no brake dust. I could use the lever on the brake controller and lock the four tires on the trailer. I adjusted all the brakes on the trailer and it did not help. I took one tire and drum off and everything seems fine with the magnet, wiring and drum.
I know Ford has not experienced many problems with the controller itself but I am wondering if it is not working properly. I also checked the ground pin and the brake connector and have a good ground. Could al the grease in the connector be causing me these problems? Thanks for any thoughts….

If you pull the pin, does it offer as much (or more) resistance as manually triggering the trailer brakes from the Ford controller?

I have not tried pulling the brake safety pin out. I will try that in our next trip in a week. Thanks for your suggestion.

I would check in the wires for corrosion that may be giving low signal.

Also you may have the calipers on the truck checked. On a chevy they slide back and forth on pins and wedge vs slide if not put on right. It could be as simple as that
