Keystone has historically used TOTAL gray capacity in their specifications. There is no mention anywhere in their brochures that indicates the number of gray tanks, just the total capacity.
My 2014 Cougar XLite also has the 28 gallon tank capacity. There are three tanks, a black tank (28 gal) a bath gray tank (28 gal) and a galley gray tank (28 gal).
There is a "price to pay" to buy a "light weight/ultra light" trailer. That's called the effects of weight reduction. One of the ways to reduce total trailer weight is to reduce the amount of water weight when the tanks are full. The use of smaller tanks on light weight trailers was "all the rage" with every manufacturer during those production years... In fact, if you look at the 2014 XLite and the 2014 Cougar Half Ton (the west coast model) you'll find that the way Keystone handled that "weight reduction" when installing the 60 gallon fresh water tank, at least in the 27RKS (XLite) and 279RKS (Half Ton) was to remove one of the rocker/recliners (about 100 pounds) to compensate for the increased 100 pounds of fresh water capacity...
Anyway, yup, the XLite models in 2014 reallly had 28 gallon waste water tanks. And, when you remove the 6 gallons in the water heater, those trailers, with their 43 gallon FW capacity, reallly only carry 37 gallons of fresh water.....
