If everything appears to be where they belong, take a hammer and adjust the leaves so they are in line. What may have happened could be the u-bolts may not be torqued correctly. On overslung axles, where the axle is below the springs, they need to be torqued with load on them, which is not done at the factory. If the u-bolts are 1/2", Dexter says the nuts should be torqued to between 45 to 70 ft lbs. This should be part of the annual maintenance routine.
