Here is the latest version of the RBN daily blog, with some common sense suggestions for the White House vs. Energy Executives verbal fights.
One of RBN's better blogs:

Fuel subjects absolutely infuriate me. The problem with all of this is, if the fuel is being pulled from the "reserves", that means our country does not have adequate supplies for our own military, making this country VERY vulnerable to attacks by those countries who hate the USA. There's no middle ground there at all. That's just committing national suicide.

The us oil reserve is thought by many to be for military emergencies. That’s not actually what the is for it was created in the early 70s after the shortage that required fuel rationing. The US has sold oil from the reserves many times over the years to help “balance” the budget. I hope this doesn’t get construed as a political post/thread. I personally find learning about and understanding different aspects of our country interesting.

I think the SPR was for emergency civilian use. There is a separate Naval Oil Reserve in California. I assume the Navy would share a little with the Army.
Wikipedia has a good write up on the Naval Oil Reserve.
I disagree with tapping the SPR and The Naval Oil Reserve. That's eating your seed corn. We might REALLY need it one of these days.
Lord help us.
