Further "guidance from the Governor's office" has suggested that people NOT travel from downstate (high viral incidence rate) to upstate (low viral incidence rate), potentially transmitting the virus and infecting areas where there is no current virus (or limited viral cases). While it's not "illegal to travel" the recommendation to not potentially overburden the limited medical facilities in the "sparsely populated northern part of the state" does make "logical sense"....
More or less, what she said was, "If you have residences downstate and upstate, pick ONE and stay put, stop the unnecessary travel around the state for personal reasons and stay in one place except for valid, necessary travel.
So, it's not only "knowing you can go get it" but also realizing "it may not bet the best decision right now"....
Without getting into "selfish actions", trying to limit exposure of others is a significant consideration in trying to make the decision. Considering how many other people will be "contacted" if nothing happens and/or how much that would change "if there's a breakdown, a flat tire or another issue during the trip", any of which could dramatically change that "exposure level"...… Not an easy decision for anyone, for sure.
