Fastening Mounts and Brackets to the Outside

I'm anticipating what all I have to move over to the new trailer(Outback) One of the items is the universal carrier/holder for a Barker blue tank. My understanding is that the exterior of the trailer is covered with Filon, which to me means a piece of 1/8" luan plywood, some fiberglass mat sprayed on it to hide the wood grain of the plywood, and some gelcoat. That type of construction hardly seems strong enough to hold much in the way of fasteners. The weight of the tank actually rests on the bumper, so all the brackets do is hold the tank against the surface with bungees. What is the best method to attach these brackets to the outside of the trailer?
