They do offer this setup. Our Keystone Fuzion 420 5th wheel has a turn valve at the wet bay city water hookup. One way feeds the entire water system in the rig and the other way directs the water into the freshwater tank. The separate access to the freshwater tank is really an overflow vent tube. Yes you can fill there but you’ll note there aren’t threads for a hose to attach to. Just an open vent tube. There is also a dump valve under our rug to drain the freshwater tank quickly.
