From PDX to the Oregon coast with a RV or car I choose I-5 to Salem to 22 than 18. It has the easier hills over the coast range, it has alot of 4 lanes and alot less traffic than 26 and much better road than 20 out of Albany to Newport. All those highways have 18 wheelers with 40 to 53 ft trailers traveling on them. 20 is the worst for passing slow traffic, unless it has been widen since maybe 10 years ago.
