1/3 on the monitor panel doesn't really mean much, you need to know the VOLTAGE in the battery. I too suspect the voltage is too low for the control board to operate. RV fridges will operate on either 110VAC or LP for the HEATING SOURCE but need the 12VDC to operate the control board. Depending on brand, some can operate down to about 11.3V
