I think the SPR was for emergency civilian use. There is a separate Naval Oil Reserve in California. I assume the Navy would share a little with the Army.

I disagree with tapping the SPR and The Naval Oil Reserve. That's eating your seed corn. We might REALLY need it one of these days.
