Here are two photos, the outside and the inside of the panel. The water supply hose I'm using is flowing freely. The ambient temperature is above freezing. Every indication is that the c heck valve is acting up. I removed the screws that hold the panel in place and carefully sliced through the silicone caulking. But the box is stubborn and won't move!
