What "surge protector" do you have? Who wired the 30 amp supply from the garage sub panel? Voltage on the neutral beyond a few MICRO volts is an issue. The cause can be varied, from a malfunctioning appliance plugged into the circuit to an issue with the transformer out on the utility pole.

If you are not well experienced in working with electricity I'd suggest you call an electrician. It's a lot cheaper to have an electrician work on it than pay for a funeral or lost wages from injuries related to electrocution.
