Look up Utah law. Oregon says any licensed dealer selling a vehicle with removed emissions and some other required vehicle stuff. Commits a crime, that can have DMV revoke their dealer license. Small infractions gets them probation, a warning letter. Repeat offenders loose their ability to own a dealership/sell vehicles in Oregon and most pay civil fines.
I would never say all dealers follow the law just as many people choose to violate laws. But a little more is at stake for the dealership when not following the laws.
