But the line the OP is talking about sounds like the FW tank drain line which should hang out the bottom of the trailer below the tank. The drain would be connected to the very bottom of the tank. If water runs out of it long before the tank is full, that would pretty much verify that it is the drain and not the vent/overflow. Sounds like the valve fell off or the cap is missing.
My Jay Flight also had the vent at the fill port. Not sure why they added a separate overfill but I had one. I agree with you though. If his tank starts draining as soon as he starts putting water in....missing cap.
