For the sake of safety, assume the worst. Your tank and the lines that supply your faucets have crud growing in them. Add the bleach, remove your faucet strainers, flush the lines thoroughly, flush the tank and the lines with fresh clean city water and then you know you're safe using tank water. Won't hurt anything and it may prevent an issue.
