Sounds like two possible issues: problems with the brakes or problems with the controller. My bet is with PerryB--the behavior you describe sounds exactly like the issues with a time based controller. There is no way for your controller to adapt to varying situations. Get something like the Prodigy and I'll bet your issues will disappear.
